Summary:
The Assistant Vice President for Facilities and Campus Safety provides leadership and management oversight for all aspects of facilities, security, transportation, infrastructure, and services, including policy, standards, practices, assessment, and security standards and measures (Team).
The AVP will foster a culture of process improvement and service orientation for all communities; evaluate and prioritize facilities and security initiatives and solutions; and collaborate with stakeholders to further University strategic and operational goals to ensure effective, efficient and secure operation of all facilities.
The AVP will be a creative facilities and security leader, an outstanding collaborative manager, and an excellent communicator.
Areas of responsibility include, but are not limited to, emergency response coordination and management, facilities maintenance, construction and renovations, space management, parking, transportation, and budget management.

Experience:
Master's degree and/or advanced degree in business administration or a related discipline, and a minimum of 5 years of progressively responsible professional and leadership experience in higher education including senior administrative position(s) in delivering facilities and campus based services and ensuring security, privacy, and risk management.

Strategic thinker that can partner with university leaders and align the department with the university's strategic goals.
Advanced knowledge and leadership abilities to move the Team in the direction required to achieve the highest standards and support for the University's faculty, students and staff.
Excellent soft skills, including being a good communicator and relationship manager.
Demonstrated excellence as an advanced operations manager, with experience ensuring highest levels of security and risk management on campus.
Well-respected and trusted leader with integrity and transparency.
Successful leadership experience in higher education.
Demonstrated success in implementing and administering administrative and security policies and processes in compliance with all regulatory requirements.
Understanding of policies and laws, relevant to higher education.
Demonstrated experience leading implementations and delivery of services such as a security management system and policy development.
Demonstrated ability to effectively manage budgets and to negotiate and manage contracts and vendor relationships.
Excellent written and oral communication skills.
Demonstrated ability to lead and collaborate with diverse groups of people.
Dependability, flexibility and willingness to oversee, direct and respond to campus issues or outages during non-standard work schedule.

Essential Functions:
The AVP for Facilities and Campus Safety has overall responsibility for all aspects of the University's physical plant, security, services, budget, and staff.
Responsibilities include, but are not limited to, the following:
Design and coordinate the implementation of a comprehensive security program that detects, mitigates, and responds to vulnerabilities and ensures compliance with local regulations, federal mandates, guidelines, and adopted industry best practices.
Establish and lead a formal Security governance body that develops strategies, sets priorities, develops plans, and approves major projects and policies in alignment with the University's strategic initiatives.
Explore, evaluate, and prioritize opportunities for automation, efficiency, and cost reductions.
Establish and maintain collaborative campus partnerships for developing a multi-year facilities plan that aligns with, supports, and advances the University's strategic priorities across all divisions including enrollment and recruiting, retention and student success, cost containment and efficiency.
Establish a capital plan and life cycle funding for replacement of campus infrastructure.
Develop, deliver, assess, and sustain an effective security training program for campus constituencies.
Lead the process of organizing, managing, and strengthening a campus space portfolio.
Coach and ensure ongoing staff development and training to ensure that best practices in facilities and security services are implemented and support a culture of quality customer service.
Provide leadership and trusted advising to members of executive, academic, and administrative teams.
Collaborate with campus leadership in planning for disaster recovery and emergency response.
Meet the space and security needs of students, faculty, and staff in an ever-changing university environment.
Authorize and oversee the deployment, monitoring, maintenance, development, and support of all facilities based assets on institution-wide needs.
Develop, maintain, assess, and implement policies and procedures, including, but not limited, to those for construction, facilities, security, emergency response, disaster recovery, standards, purchasing, and service provision.
Oversee negotiation and administration of vendor, consultant, and service contracts and ensure the University receives the full scope of service detailed in contracts.
Prepare department annual budgets and administer funds according to budget approval.
Maintains awareness of changing trends and regulations which may impact the University and recommend or take appropriate corrective action as required.
